Starting a new Republican Party like starting any new business means you have a fresh start in peoples perspective. By showing a real commitment to reform and renewal, at this level, it give credibility to all other efforts going forward.
Though conflicts are inherent in any political debate, structuring a party in a manner to minimize the inevitable disagreement is key to building consensus.
Building consensus means a coherent Precinct and District structure which should be based on the committee system familiar with anyone who has served on the Oahu Neighborhood Boards.
The various Counties must have County/Regional Headquarters (even just a hole in the wall office) for reaching into the communities and for organization.
The Central Party governing structure itself should reflect the consensus building committee system.

Cuyahoga has a minimal fee for party membership and its precinct and district are run as committees. Its central structure has various benefits and party access based upon the yearly donation level.
(In speaking with them they say the higher donors are instrumental in finding and vetting new candidates but the areas that need the most attention is filling the precinct level committees.)
Researching and contacting other GOP parties is easy and assembling the best ideas for our New GOP structure should not be too difficult. Starting a new party in Hawaii takes gathering the signatures on a Office of Election generated petition of a minimum of 750 registered voters who would be the initial core of the New GOP Party.
Once party approval is given than donations can take place for initial funding and ideas of a party structure can be assemble for a in person or on-line vote to initiate full party operation.
